It is commonly known by ATC that when traffic demand exceeds the capacity in their jurisdiction, airport, waypoint, or airspace, ATFM measures must be in place. The way ATFM Center manages the situation can be different. So, ATFM managers have to fulfill all needs as the situation evolves.
